From 1 January 2018, Ukraine launched a systemic reform of highway management. 123,000 km of roads were transferred to oblast and local authorities together with the corresponding funding.

The reform aimed to bring road-maintenance responsibility closer to local communities, cut bureaucratic chains, and speed up repair work.

Over the three years preceding 2018, around 7,000 km of roads had been repaired — a record for independent Ukraine at that point.
